Why the project
Internal and external economic conditions have had a significant impact on rural, resource-dependent communities in Oregon, Washington, Idaho and Montana.
Federal resource management decisions - including federal legislation, environmental regulations, and federal court decisions - have had both intended and unintended consequences.

Since 1989, 123 mills have closed and more than 13,000 primary mill and wood jobs have been eliminated in the Inland Northwest region.
From 1993 through 1998, the Federal government spent over $1 billion addressing similar problems in western Oregon, western Washington and Northern California. Eastside impacts are significant, but the area has received little to no economic assistance.
