
The Inland Northwest Economic Adjustment Strategy (INEAS) is a partnership between the states of Idaho, Montana, Oregon, Washington and the Affiliated Tribes of Northwest Indians. The goal of INEAS is to strengthen the economic vitality of 137 counties in the Inland Northwest through strategic, cooperative regional action that encourages business development in nine key industry sectors and supports communities as they adjust to new economic realities. The INEAS Steering Committee is comprised of public, private and tribal economic development leaders from the four states.
The INEAS effort began in 1999 with a region-wide assessment and quantification of economic impacts from federal policy and management decisions that led to severe economic distress in many of the region's communities. The INEAS second phase, in 2000-2001, was an assessment of local, regional and state needs, plans and priorities for economic development. The current (third) phase seeks to obtain federal authorization for economic adjustment efforts within the four-state region, create a regional coordinating entity, and coordinate resources to revitalize the economy of the Inland Northwest Region.
The 4-state Congressional delegation has drafted a bill to authorize the four-state partnership as proposed in the Strategy document. Meanwhile, work on regional business development using an industry cluster approach has been initiated.
